Remarks
This property gives the pseudo latitude of the pseudo standard parallel, which is a parallel circle of the oblique graticule, with a pole near Helsinki, on which the cone is based. So, the pseudo standard parallel forms a small circle centered near Helsinki. The local scale factor of the map projection is minimal (or nearly so) on the pseudo standard parallel, and varies very slowly in the vicinity.
